This mode performs structural PDF optimization only (no page rasterization, image downsampling or deliberate image-quality reduction). It may reduce file size a little, but cannot guarantee an exact target such as 100 KB. If the target cannot be reached safely, the output stays as high-quality as possible and the status explains this.
